Sorry for being rude, but I think you made a small typo in the title : as ‘refuser’ is a 1st group verb in French, it is : ‘il/elle refuse’ without any ‘s’ at the end (which would be the case if the subject were ‘you’ : ‘tu refuses’).
PS : I’m French! 😉
Except that the title of the post is in English, as is the first sentence of the post itself – refuses is correct!
